I'm with Jimmy. Your question is not clear. To run virtual machines you need software such as VirtulBox, VMWare Fusion or Parallels Desktop. Once you have the software, there are numerous places you can download either installers or in some cases already built images.
You need to clarify what exactly you want to do.
If you've downloaded the OS before, you can sign into your Apple ID and go to purchases to download the installer again. Then use that to create your image.
FWIW if you are looking to virtualize OS X the host computer must be an Apple manufactured computer as stated in the EULA.
I'm running VMWare on WIndows and would like to run a Mac VM.
We cant help you with facilitating what Apple deems illegal and we cant discuss their policy for doing so, both are against the terms of use for this forum.
Ok thanks. I wasn't aware I was doing anything Apple deems 'illegal'.
Unfortunately even if you don't read the EULA to a software license it doesn't permit you to do something it prohibits because you didn't know. That's just the way those things work.
