iTunes 12.5.5. sync issues using iOS 10.2

I have searched the communities and various other forums for a solution, with no luck yet. To the best of my knowledge it appears I have a corrupted photo somewhere that has caused a never ending sync issue.
Areas I see issues are...
- Sync had failed to complete or remains on the preparing to copy items.
- Once the sync was force quite, I reset the iPhone and the photos app continues to show a sync.
- Once the corruption is on the iPhone, sync will stall at waiting for sync to start.
Resolutions I have tried...
- I have restored my iPhone 6 from a backup prior to the troubled sync, all works normally until a iTunes sync is attempted.
- Removed photos from selected sync folder prior to previous successfully sync.
- Unable to locate corrupted file within iTunes / iPhoto.
- Tried numerous apple specific cables.
- Completed successful syncs on other devices.
Other possible contributors...
iTunes and photo iCloud is enabled for other devices, I am unable to use cloud storage on the iPhone that has the sync issues due to imposed profile restrictions. This iCloud restriction is the reason I sync photos to the one device regularly. I had previously been able to sync photos with the profile iCloud restrictions.
This troubled phone is restored from a new device yearly and all updates are completed only on a know network.
Your ideas or solutions are gratefully appreciated.
