How can I create a lower resolution photo from an original higher resolution photo?

I have an application that requires a lower resolution jpg photo; less than 1MB or 400x400 pixels. The original photo I have in my Apple MacOS Photo app is ~5MB. How can I create/save a lower res photo?

iMac, Mac OS X (10.5.6)

crop the image to 400x400 then export it (file menu ==> export) to a desktop folder using the size and quality options (See the red arrows below) to reduce the file size as desired
