iMessage and FaceTime not logging in

Everytime I try to go into iMessage it come up with a message saying that I need to put my Apple ID in however this is not working and come up with a message, this has been going on for a while and I have called apple and they said they would fix it but they haven't what should I do?

iPad Mini, iOS 10.1.1
