Windows 10 low headphone volume

When running windows the headphone output is fairly low if the headphones are plugged in after booting up. However if they are plugged in before startup then output level is normal. How can I stop the sound output difference without restart? Running W10 version 1607, build 14393.693 on a late 2013 13" MBPr.

In MacOS, yes, in windows, no.

The faint red light indicates a Digital Output signal, and if it shows in OS X, then the sound would need be decoded by a S/PDIF or TOSLink decoder. Analog audio will not work.

If it does not show in Windows, Analog Audio should play correctly, provided Audio drivers are correctly installed. Do you have any unknown devices in Windows Device Manager? A 2013 rMBP should show Cirrus Audio devices.
