If you have an iPhone to link the iPad to using iOS continuity the yes - Use Continuity to connect your Mac, iPhone, iPad, iPod touch, and Apple Watch - Apple Support

Otherwise, no, an iPad cannot natively send SMS texts as those require a cellular voice connection.
