What I've had the best luck with is to turn off iMessage on both (all) devices. Then, re-enable it on the iPhone. Wait until it says it's activated. Then, turn it back on on the iPad. Then, go back to the iPhone and enable Text Message Forwarding. Sometimes, the whole thing just needs a reboot.

Make sure your phone has permission to mirror the text messages to your other devices. Settings>messages>text message forwarding and allow your ipad to recieve the texts. Also same ID has to be a thing. And under settings>messages>send and receive make sure the apple ID is right and that they are checked and both are the same.
Use Continuity to connect your Mac, iPhone, iPad, iPod touch, and Apple Watch - Apple Support
You could check the following settings on your iPad.
On your iPad go to Settings - Messages - Send & Receive and under YOU CAN BE REACHED BY IMESSAGE AT tick the mobile number for your iPhone associated to the Apple ID.
Then go to your iPhone Settings - Messages - Text Message Forwarding now you should see your iPad there and be able to enable the slider.
Now on your iPad screen you will have to use the pin that is shown to finish the set up on the iPhone.

Its a paid service you can only get imessages on ipad from one apple device
To other apple device
That is incorrect. Using an iPhone and Continuity, you can send SMS messages to non-Apple users from an iPad or a Mac.

Did you follow the instructions in the link given above by Sabelina?
The short version is that you need to enable Text Message Forwarding on the iPhone first.
I'm having a similar issue. I have done EVERYTHING to get the iMessage feature to work for other phones besides iPhones and niheing works. I get the message to enter "(null)" to enable this feature and the code cannot be entered. Not sure what else to try. My SIM card was recently changed and a reset was done. I have signed in and out of my Apple ID to make sure they are all the same across my devices. Nothing.
We have tried everything and nothing results in a code other than null. We have been waiting for weeks for Apple support to get back to us after sending it to an "engineer" who is supposedly working it. When we call they say someone will get back to us. Still waiting.

It is set up on my phone. Text message forwarding is set up for one device and it has the name that I created for my iPad, which matches the name of my iPad underneath general and about.
OK, well, now I am not seeing the text message forwarding option under settings/messages.
OK, I got it to work...somehow turning off the iPad got the phone number to pop up and now everything is set. Thanks for the help.
Glad you got it working. For reasons I don't understand, every once in a while, it goes sideways and you have to kick it a few times to get it going.
