I've been seeing this message for months, so I finally decided to do something about it. How can I eliminate it and get Safari to work as it should? Oh, here's the complete message I get on my screen when I click on Safari in the dock.

You running many Safari extensions and Login Items which can slow your Mac. In addition, it looks like you had Avira installed at one time and is still running in /System/Library/Extensions. You should uninstall that as per the developer's instructions.
In Safari turn off Safari extensions in Safari > Preferences > Extensions > un-checkmark all extensions.
Then Empty Caches. You can either choose Safari menu > Clear History Or, if you do not want to remove History go to Safari menu > Preferences > Advanced and check the “Show Develop Menu” in Menubar. Then, on that menu > “Empty Caches”.

Here are the directions to create a fresh user account (Note that if you have a Guest account on your Mac you could use that to check Safari also):
You may have downloaded one of the 'cleaning' Apps in the past. Just in case could you download and apply this program and publish the results as an answer to my post. We can then check out if you have any baddies in your system that are causing you grief.
The first thing I noticed was bit defender Traffic light (an old Safari extention which took me a while to remove). It is a nuisance app. Get rid of it. It's removal added 3GB to my free memory.
Otherwise, none of the trouble makers I expected to see.
It wasn't easy, but I finally managed to move the EtreCheck-9 file to my APPLICATIONS; however, I just realized that I haven't yet solved the problem for which I came here. I was distracted by the suggestion to delete an application. Now I have to fix my problem with Safari. I'll do that tomorrow, because I'm now too tired to do everything that is required. Just too many steps.

What happens when you create a fresh user account and test Safari?
I'm not sure how to do that now. I'm sure that I can learn, but let's first see if the EtreCheck analysis is helpful.
Is EtreCheck an application? I ask because I found it in DOWNLOADS, not APPLICATIONS.
Yes, it's an application and you can drag it to your Applications folder.
That's what I thought, but EtreCheck disagrees. I drag it from DOWNLOADS to APPLICATIONS, but it won't stay there.
That's odd. What if you first drag it to your Desktop?
