Reminders not syncing between iPhone and Mac

Hello! I've been having a problem for weeks where reminders don't sync between my phone and mac. I have done all the troubleshooting steps mentioned in other thread and official documents (turning reminders off and on on both devices, restored phone, etc.) but have had no luck. When I turned reminders back on on my computer after having it off and restarting, it will sync what is out there, but it doesn't going forward from that. So if I mark a reminder as completed on my phone or add a new one on my phone, it does not show up on the computer and vice versa. This is extremely frustrating as I have dozens of due reminders pop up every time I use my computer and I can't mark things as completed or create new reminders on my computer (as they won't show up on my phone which is my primary device). iPhone 7 Plus, iOS 10. Sierra, version 10.12.3.

Try going to iCloud.com to see if the items are there and whether they are from the device or the computer. That should show whether the device or the computer isn't syncing. If the computer, try going to System Preferences/iCloud and stop syncing. Wait a couple of minutes, then recheck syncing. If the device, go to Settings/iCloud and do the above. You can also try signing out of iCloud and then sign in again.
