They are contained in the Contact app on the device:

You can also access them via the Email, FaceTime, and Messages apps when you type in a "To" name.


P.S. This presumes that you are signed into the iCloud account under Settings>iCloud, and that you do have the Contacts option turned on 🙂

Well, if your question was how to create Groups, then the answer has now been given. You can create them on a Mac or on iCloud.com accessed via a computer. Sorry, but those are the only two ways to do it at this point.

To help with future questions, it would be beneficial to specify exactly what you are trying to do and where. The question you asked really did not specify Groups or how to create groups on an iOS device, simply how to access your iCloud.com Contacts. So, you can see why there was some confusion about what information you were actually seeking.

Groups can be created on any computer at iCloud.com but not from an iOS device on safari. I can access contacts on iOS devices but not ftom iCloud.com. Supposedly the only way to create groups on an iOS device is to logon at iCloud.com. How do I access contacts from iCloud.com on a iOS device so I can create and modify groups on my iOS devices? The inability to create and modify groups in conton iOS devices makes no sense.
