Well, if your question was how to create Groups, then the answer has now been given. You can create them on a Mac or on iCloud.com accessed via a computer. Sorry, but those are the only two ways to do it at this point.

To help with future questions, it would be beneficial to specify exactly what you are trying to do and where. The question you asked really did not specify Groups or how to create groups on an iOS device, simply how to access your iCloud.com Contacts. So, you can see why there was some confusion about what information you were actually seeking.

What do you mean, exactly? Your question asked how to access your iCloud contacts on your iPad and iPhone. There was no mention of "groups". So, what do you mean when you are using the term "groups", and what is it you are looking to do specifically?

Groups can be created on any computer at iCloud.com but not from an iOS device on safari. I can access contacts on iOS devices but not ftom iCloud.com. Supposedly the only way to create groups on an iOS device is to logon at iCloud.com. How do I access contacts from iCloud.com on a iOS device so I can create and modify groups on my iOS devices? The inability to create and modify groups in conton iOS devices makes no sense.
iCloud.comon a device. Using Safari with iCloud.com in the URL, you can tap and hold the Refresh icon (semi-circular arrow) in the URL bar until "Request Desktop Site" appears and then tap that. The ability to do things is much less than when logged in using a computer. When in Contacts, click the + sign on the lower left to add a group.
