iTunes won't download podcasts

- Using Windows 10 on a PC

- iTunes version 12.6.0.100

I am trying to download new podcasts via the iTunes app on Windows PC. However, every time I click "Get" on a podcast, it does nothing. It doesn't download it at all. If I double-click, it will stream the podcast, but it won't download. I used to get a little notification in the top of iTunes between the search bar and the "up next" playlist button that would let me see the status of my downloads. It never appears.

I have restarted both iTunes and my computer, and it still isn't fixed.

Thanks for your time.

UPDATE:

I have talked to Apple support. They were initially unable to help, but eventually I got someone competent and we worked on it together. We were unable to solve the problem during the initial session, but he contacted the Apple engineers and they came up with a workaround. I have copy-pasted our chat session below containing the workaround in its entirety, but I'll summarize it here:

Go to iTunes Store, find the podcast station you want to download the podcast from, subscribe.

Next, go to top of screen where there is three sections: Library, Unplayed, Store.

Click on Library.

Go down to the bottom, click on the dropdown bar next to "Show" and make sure it says "Feed"

Find the podcast you recently subscribed to and click on the dropdown arrow just before its name.

Click the Blue iCloud icon next to the individual podcast(s) you want to download.
