Weather App Never Displays Correct Temperature

So ever since I updated my phone to iOS 10 the Apple Weather App always displays the incorrect temperature. It is always 30 degrees or more less than what the actual temperature is. Right now according to the Apple Weather App the temperature is 3 degrees but according to The Weather Channel app the temperature is 38 degrees. My location services are turned on and set to always for the weather app. I have tried turning my phone off and on again. I even upgraded from the iPhone 6 to the iPhone 7 plus and still have the same issue. I have attached screen shots from the Apple Weather App as well as The Weather Channel app to show the difference.
