You are not addressing Apple here. No one here could answer that question, only Apple could. You can use this link to Contact Support. Wherever you purchased the device should be able to tell you if the device is locked or not and who it is locked to.

Is T-Mobile the cellular carrier that issued the iPhone and SIM card? If not, ask the original cellular carrier to whom the iPhone is currently locked.
