After many hours of searching for a solution I have reached the following conclusions.
All methods except the two described below worked only in earlier versions of iOS. The Profile choice in GENERAL settings mentioned in many "solutions" posted online does not exist in iOS 10 or iOS 11. As well there is no DELETE option if the information circle is pressed to the right of name of the config file and you scroll all the way down there is NO delete option. The only choice is ADD a configuration.
In iOS 11 removing the APP that created the config file does remove the config file. There is a prompt that states that deleting the APP will also remove its data files and a DELETE button. Unfortunately that does not work in iOS 10 even though sometimes but not every time, the same delete prompt regarding removal of the data file appears the config file is NOT deleted.
The following appears to be the only method that works in iOS 10. Note that this method does remove ALL network settings and they will have to be re-entered.
Tap Settings > General > Reset > Reset Network Settings. This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you’ve used before.
