I want to upgrade wife's computer to match my other two with El Capitan. I do not want to upgrade to Sierra at this time. I cannot find a way to buy El Capitan on the Apple Store. What can I do?

So if I have Maverick and never upgraded, the installer you linked to will not work? Or is it just that Apple doesn't want Maverick users to buy/download El Capitan when they could make us buy Sierra? I'm trying to avoid losing iPhoto before I've had a chance to explore Photos.
On a Mac capable of running it but not Sierra, or a newer one running 10.6.8, click here and download the installer. Once you’ve done this, you can redownload it on any compatible Mac.

Also, if you had downloaded El Capitan previously on either of your Macs, El Capitan should be listed in the Purchased tab of the App Store. You re-download it from there , quit the installer, then copy the installer to a flash drive, then copy and run it on your wife's computer.
