So I've had an old Apple ID where it doesnt use an email. Whenever I try to login to it through appleid it says "failed to verify identity". I've changed and reset my password multiple times but it still is unable to verify

You need to get a verification code. They either send it to your e-mail, a verified cell number, or you get an automated call if all else fails. I have been having issues with this all day. Several devices under the same roof, and the going up and down the stairs is bound to kill me at one point or another. Maybe schedule a call with them?
An Apple ID must be associated with a valid email address.
I made this Apple ID back when an email wasn't required. I planned on linking an email with the old Apple ID so I could access iCloud on it.
