exclamation mark on icloud photos

my iphone 5c was being a little glitchy so I did a back up restore, update etc. (am running iOS 10.3.1)

Since the restore almost all of my photos have exclamation marks on them and wont download. My icloud is signed in and fine, my apple id seems to be fine and I have strong wifi, but nothing I do seems to download them? I cant edit or see them properly on my phone but I can see them and not share them on icloud itself?

Am I being a biff and doing something really basic wrong?

Yes, I tried signing out and signing back in reluctantly.

Now my entire 25,000 count iCloud photo library that was on my phone now doesn't show up anymore. They're not blurry and don't have the exclamation mark in the corner anymore because now they simply don't exist on my phone and won't re-download. So now I have even more issues.

Try Settings/iCloud and slide off syncing. Wait a few minutes and then resync.

Have you tried signing out of iCloud and then sign back in?
