Hello oboroten,
Welcome to Apple Support Communities.

I understand that you have a question about the security of your locked Apple Notes. I know how important security is on your device, and I'm here to help.

The Notes App does include a Secure Notes feature that allows you to protect the contents of specific notes. Secure notes are encrypted by using a password that is required to view the note on iOS, MacOS, and the iCloud website. When you secure a note, a 16-byte key is formed from your password using PBKDF2 and SHA256. The note’s contents are encrypted using AES-GCM.

Let me know if this helps.
Have a great day!

Hey Courtney — thanks for the tech details (I just eat that stuff up, acronyms for breakfast, lunch, and supper!) — but that's for iOS, not macOS. Can you verify if any encryption is provided for Macs without FileVault enabled, and if notes are encrypted a second time even on FileVaulted Macs? If so, what flavour of key generation and encryption is used on the Mac?
