Your Apple Watch has entered into Power Reserve mode.
Apple Watch displays the time and a lightning bolt (and cannot be used for any other functions) when it has entered into Power Reserve mode.
This happens automatically when the battery reaches a low charge level (or when the mode is enabled manually).
To restart your Apple Watch: press and hold the side button until you see the Apple logo.
You may need to charge it before it can be restarted.

You accidentally put your watch into power reserve mode instead of shutting it off. Press and hold the side button until you get the option to turn off the watch or put it into power reserve mode. If that doesn't work for you, put your watch on the charger.
