What exactly do you mean the icon isn't working. Is the application not opening, are you unable to send or receive a message? Please provide more details, since the icon is not what should be working.
I realize you cannot delete the Messages app, however there are a number of other steps for you to complete before trying to download again. Force close the app, double-tap on the home button and swipe the Messages app upwards to force closed. Restart the app, if nothing then restart your device.
You do not indicate that you have done any troubleshooting. Sometimes just powering the phone off and back on again will fix it.
If you don't get anywhere from there, then the next user troubleshooting steps are restore from backup, restore to factory. Test after each step.

So you are unable to open the application. See the link posted by Jonathan UK for troubleshooting steps.
Unfortunately as you know messages application you cannot deleted or update it through App Store, so nothing to be solved till now!
