How to reinstall api-ms-win-crt-runtime-l1-1-0.dll without loosing content in iTunes?

My current version of iTunes on windows 8 pc will not open and provides a message that api-ms-win-crt-runtime-l1-1-0.dll is missing. I am trying to use iTunes to recover multiple Contacts and all names lost on my iPhone 5 upon last upgrade to software 10.3.1 (14E304).
