api-ms-win-crt-heap-l1-1-0.dll

itunes says taht the api-ms-win-crt-heap-l1-1-0.dll seems to be missing on my system. I have Google-d and Youtube-d it but have found no working solution yet. As mentioned on various websites, I have copy and pasted it manually and also installed automatically as well. I have installed Visual C++ Redistributable 2015 & Visual C++ Redistributable 2017 twice. (64 bit) (windows 8.1)

As indicated in the itunes error box, I have also un-install & re-installed itunes several times.

I only get this error with itunes at the point of starting itunes.

Can anyone help?

I can not get any support through Apple support as I am using an older iphone and support is given based on my iphone's serial number.
