That Apple USB-C to ThunderBolt-2 has a specific disclaimer on its product page. It is a data only-adapter, does NOT produce a usable DisplayPort signal of any description, and is not consistent with "the Apple way", i.e., "if it seems like it should work, it will work".

Return it for a refund. If any Apple employee suggested it, you should try to let them know it is a waste of time, so that they do not continue to confuse customers.

in general, "you cannot 'stack' display adapters". You need to convert directly to the display family needed in ONE adapter.
Exceptions are allowed for [Full size] DisplayPort and [Mini] DisplayPort, because these are the same interface in a different form-factor. Also Single-Link DVI and ordinary (up to 1920 by 1080p) HDMI are electrically equivalent is a similar way. The Apple DVI to ADC powered adapter for certain older cinema displays is also an exception.

for the dell U2715H, you can use a third-party USB-C to [Full size] DisplayPort or USB-C to [Mini] DisplayPort adapter. Ones rated 4K-capable seem to do better. Use caution when ordering from Amazon, as some are mailed direct from the Far East and really do take 3+ weeks to arrive.
This one is cheap and readily available from California USA, but you would need to add a DisplayPort-DisplayPort cable if they did not give you one:
