Is there any way to add a title bar to windows in System Preferences?
There is very little space on top of windows to grab them and move them around and it can be difficult to find a spot to grab in order to move the window.

I checked my settings and experimented with the ones you have set.
Perhaps I'm not being clear....
An example of what I'm referring to is Google Chrome. When several tabs are open, there is very little space to grab the window to move it. I'm referring to something familiar to anybody who uses Microsoft Windows. On Windows, there is a bar above all windows, called the "title bar". This is not the menu bar. It's where application developers can add a title to the window. In older versions of Windows, it was a blue bar at the top of the window. With this title bar, it is easy to move a window around by clicking and dragging it. I'm asking if macOS has something similar.
Please don't flame me for mentioning Windows. I much prefer the Mac, however, there are some features in Windows I actually like.
I misread your question. I thought you were asking about the "toolbar" in System Preferences. I don't use Chrome and I never used Windows, but I don't flame folks who do. All I can tell you is that in Safari under the View menu you can add several items to the toolbar like Favorites and tab bar, increasing its thickness, if that is what you want to do.
Hopefully, someone will come along and can tell you how to do the same in Chrome.

Ahh, I get it now....
This is an application-specific setting. This is not a window manager setting.
I couldn't find a setting in the Google Chrome browser to enable a title bar but perhaps there is a "theme" that can do this for me.
You're welcome. Firefox actually has a setting to add the Title Bar. Chrome, not so much. Chrome used to have a way to move tabs to the left side but that seems gone as well. I don't know that a theme could move the tabs but you never know.
There should already be a title bar by default on all System Preferences windows?
FWIW, the space, or lack there of above the tabs in Firefox and Chrome is a design choice by their respective developers. I suppose you could contact Google and let them know you'd like more. 😎
