iCloud Notes on Computer Blinking?

I recently discovered that you can share notes between my computer and my iPad Mini. This was an amazing revelation, since I was able to write on the go and at home with relative ease. A few days ago, I discovered something that caught my eye, literally. Some parts of my writings looked like they were bold-ed, despite me never using the bold tool. What was even odder, was when I scrolled over them by right clicking, this effect left, but if I were to scroll down or leave the page for even a second, the effect returned. Once again, I want to point out that I have never used any of the effects on iCloud.

This went to even more glorious heights today, when i decided to run a test. I created a new text document and typed into it. The new text was flickering between bold and not bold, at a spastic pace. Is this showing it being put into the cloud, or is this a bug? It's so annoying I can even use ICloud on my computer any more, because I can't concentrate on the screen.

I haven't included any pictures of this as I'm not sure if they are necessary, and don't know how to capture the flickering on film.

iPad Mini Wi-Fi, iOS 10.3.1, iPad mini 3
