the message currently says the same card that you have installed n this i phone is from a carrier that is not supported under the activation policy that is currently assigned to by the activation server this is not a hardware issue with the iPhone. please insert another sim card from a supported carrier of request that this iPhone be unlocked but your carrier.

If you follow that process and still get that message, then the phone is NOT unlocked. Contact your carrier again.
i just got off the phone with my phone company they told me it was unlocked on there end even went on with a few hour conversations. i followed a 7 step program to restore it and made sure it and tuned was backed up updated and so forth but still ended up getting that message.
I'm not sure what this 7 step program is that you mentioned, but most carriers require you do restore the device to factory to complete the unlock process. When you do that through iTunes, you should see a message on the screen that starts out Congratulations, your iPhone is unlocked. Did that happen for you? After doing that, you can restore your device to your last backup to get your content back.
Is the phone company that you called and talked to the one that you are trying the SIM card for now that is showing not supported? If so, they are not the ones that need to unlock the device, it is the carrier the device was originally locked to.
No. That's not how this works. No one here can unlock your phone. Only the carrier it is locked to can authorize unlocking it. Contact them. If you don't know who that is, ask whoever you got the phone from or call AppleCare and give them the serial number.
From the sounds of that message it certainly does not sound like your iPhone is unlocked.
What makes you think it is unlocked?
That message means the phone is not unlocked.
You have to restore as a new iPhone, NOT from backup.
Your phone is locked to a carrier. Contact them to get it unlocked if you want to use a different carrier.
