You can't downgrade your iOS, and you don't have to click twice to open the Home screen if you are using Touch ID.
If you go to Settings>General>Accessibility>Home Button, then you can scroll down to the bottom and you will see the option to "Rest Finger to Open".
If you turn this option on, then when you press down on the Home button to open the device, if you leave your finger resting on the Home button, your Touch ID will be recognized and the screen will open without further ado.

You cannot. Apple does not support downgrading, and besides that, newer iOS versions provide security protections with each download, protecting you from problems. Attempt to hack the device to install older iOS will result in turning your device into a brick. You are going to have to deal with what is present in iOS 10, and provide feedback to Apple that you would like to see a change, and wait to see if it happens. I never have to press my home button twice, since I use Touch ID. Hold my finger on the button and press once, phone opens within a fraction of a second. No problems whatsoever, no double press, no delay.

There are a variety of reasons. Your hand could be sweaty. You might have just put on lotion. Your fingers may be extremely cold. You might be holding your finger at an angle that causes it not to get recognized. Also, cosmic rays, gremlins and an alien conspiracy.
I don;t understand all the confusion about the removal of slide to unlock. It makes sense , all you do is push the button and reads your fingerprint and then you are in your phone. The other way is slower . You have slide then push your finger on the button anyway.

Different people have different preferences. Some people also don't care for change.

I think it will better for user choosing 02 option: option 1 choose click 2 time on Home button to unlock, option 2 choose Slide to unclock. It will better.

Yes if you don't have a passcode/Touch ID enabled, then you press the Home button twice.
But can you explain why that is a problem?
