Getting a "403"-Forbidden: Access Denied message

I am trying to access a patient portal website that was given to me by my doctor's office so that I have access to my records. When I enter the web address on my laptop which has Sierra 10.12.4 as my OS I get this:User uploaded file

If I enter the web address on my iPhone or iPad the page will open but because the files are too large it will not open any of my files/records on those devices & I was told by the dr. office that it has to be accessed on a computer. I have tried everything I could find to correct it-cleared cache/history, etc. What am I doing wrong or how do I correct this problem so I can access the website? Thanks

They told me that it does not work on an iPhone or iPad because files are too large. I am using my laptop to try to get into the website to set up my account. I typed the website address correctly--double checked it several times from the document the office gave me. I do not have a user ID yet --that is what I am trying to get onto the website to do--set up my profile, etc. to have access to my records. I guess I just wait for the portal's IT dept. to get in touch with me. Thanks.
