I never made an iCloud backup (shown on the iPhone) and I have this error message :
"this iPhone cannot be backed up because there is not enough iCloud storage available"
I'd like just to backup contact and some little apps around 400 MB, why they not enter into 5 GB free iCloud ?
Even if I try to upload 0 MB (all app deactivated) I have the same error message.
I pushed "deleated Backup" too, but the same issue.

Settings>General>Storage & iCloud Usage?
Total Storage: 5 GB
Available: 5 GB
Then when you click on your device to go to the Info page, what does it show for:
Last Backup: Never
Backup Size: Zero KB
Next Backup Size: 477.5 MB (I just put Photo Library "off" all other app I kept)
"Mail" I put "off" (because I'm only work on the computer with that)
... ... ... !!!

backup it's loading now !!!
The only thing I made new today since several days is going to www.icloud.com.
There I went the first time - maybe it has activated something.
You don't see and here me but I'm dancing and laughing !!!!

Then contact Apple iCloud supportfor assistance.
What does it say at settings > Apple ID > iCloud > storage
used 39 KB of 5 GB
And what size does it say your next backup is?
Last Backup : never
Backup Size : Zero KB
Next Backup Size : 43.3 MB
(I kept just the Keyboard Data button on )
what problem could it be ?
I suspect it's something that you can't do anything about at your end of things.

How many contacts do you have in contacts.
where to find "how many contacts" ?
The "Keyboard Date" indicate 396 KB
Scroll down to the bottom of your contacts list and it should tell you.
948 contacts
and on my iPhone "photos" is off, no iCloud upload
Check on the phone whether the notes are in the iCloud section or in an On My iPhone section.
