Cannot resize Startup partition in Disk Utility

I have partitioned my internal drive on my MacBook, and I now need to increase the available space on the startup volume slightly to make space for growing photos library and iCloud.

However, Disk Utility does not allow me to drag the handle in the partition to enlarge it, though it will let me reduce the size.

Anybody know why I can only reduce the startup volume size and not enlarge?

Hi macjack and thanks for replying. So let's call my startup disk volume 1 and my data disk volume 2. Would it work if I reduce the size of volume 2, letting disk utility create volume 3 in the new space, and then delete volume 3? Or would it only result in volume 2 retaking that space? Is the only way to increase volume 1 to delete volume 2 and then re-partion it smaller?
