Carrier Settings Update Failure

iTunes is telling me that there is a carrier settings update available for my phone. When I click to update I get an error: iTunes could not update the carrier settings on your iPhone. An unknown error occured (-100000). Going to SETTINGS>GENERAL>ABOUT on my phone shows my carrier settings but there is nothing there indicating an update is available. So iTunes is telling me there is an update but my phone doesn't seem to know there is one. Any ideas?

iPhone 7 Plus, iOS 10.3.2

So It's October of 2017, I got my iphone 7plus 128gb (But AT&T) back in February. My phone has been glitchy of all sorts for probably the past 4 months, I thought it was my sim card and it doesn't appear to be. I've reset my phone to factory settings, I've done everything. Just today I got the notification that I have a carrier setting update but my phone or itunes will not show it. My phone has also stopped receiving voicemails entirely or in a timely manner and I got the error today saying mobilephone error 1035 when I tried to record a new voicemail greeting. It seems everybody started having problems around the same time, so I'm curious to know if any of you figured yours out or if you all think it might be possible that apple released a batch of defective iphone 7/7plus's.
