What is SiteAdvisor app ? Since downloading Sierra I continue to get all sorts of pop ups ad never before! The app shows up in my applications folder. Is is necessary, valid, and a trustworthy program app or a hoax?

SiteAdvisor is part of the software that McAfee provides.
My suggestion is not to download it or install it.
If you are getting a lot of that popups, you might have adware installed on your Mac.
You can try downloading and installing the software at Malwarebytes | Malwarebytes Anti-Malware for Mac
It will remove adware from your Mac.
In addition to what Allan has said, the purpose of SiteAdvisor is to check websites that you visit and if they are in SiteAdvisor's database with McAfee, then it should either block it or show you a popup to avoid the site. Are these the type of popups you are seeing?
We use McAfee for our computers at the college where I work. I've disabled SiteAdvisor on mine, because it can be a pain. They also have a safe search application if you purchase the full McAfee, which can make an attempts at searches a real pain!

One more reason to avoid McAfee at if it were the plague.
