The safest thing to do would probably be to just bring it to apple to have it repaired. If you don't want to do that, you will have to take apart the phone which may put it at risk for more damage if you don't do it properly.

Water damage will generally require an out of warranty replacement of the device. See this link for costs, since it depends on your location. iPhone Repair - Official Apple Support
