How do I sync iCloud-ineligible audio to my iPhone or iPod?

I want a way to sync my ineligible audio with my iPhone. After switching to iCloud Music Library, ineligible audio isn't sync'd to my iPhone even when I connect it directly to my iMac. This is really frustrating. There has to be a better / easier way than simply switching back from iCloud Music Library.

iMac, OS X El Capitan (10.11.6), Late 2009 iMac

No, iTunes Match and Apple Music are still separate subscriptions. And the iTunes Match support article specifically references ineligible music, but I couldn't find any reference to "inelegible music" in the Apple Music documentation, so was confused.


But, I just found an iCloud Music Library support article (which applies to both services), and here is the description of what is categorized as "ineligible":

Ineligible

This icon appears next items that can't be added to iCloud Music Library. A song might be ineligible if it wasn't purchased from the iTunes Store or was purchased using a different Apple ID, or if the song file is larger than 200 MB, is longer than two hours, or was encoded at 96 Kbps or less.
