I would first try Apple support. If they cannot help you, go to a third party repair company that is certified in fixing Apple products. They will give you an estimate as to how much money you will need to pay in order to get a new battery. I am not sure if Apple still has iPhone 4 batteries since the iPhone 4 is very old. You have a better shot with a third party company in finding your battery.

Frankly, if your 4S requires a new battery it's time to replace the phone. The phone isn't worth much more than the cost of a battery. But first make sure it really needs a battery. The app Battery Life is pretty good, but even better, make a genius bar appointment and have it checked.

There are no third party repair companies that are certified by Apple to work on iPhones in the US or most other countries. They only exist in countries where Apple does not have a presence. There are some competent 3rd party repairers, but there's no easy way to identify the competent from the incompetent from the outright scammers.
