I'm a little confused. You say you installed iOS 10 beta, but iOS 10 has not been in beta for couple of months. If you installed an old Beta it would not have validated now, and would cause the iPhone to not install it.

You'll need to restore the iPhone to remove the Beta.

Read here:

Apple Beta Software Program

How do I stop receiving public betas and install the next shipping iOS or macOS release?

When your device is enrolled in the Apple Beta Software Program, you will automatically receive new versions of the public beta from iOS Software Update or the Mac App Store. At any time, you may unenroll your device so that it no longer receives these updates. Then when the next version of commercial software is released, you can install it from iOS Software Update or the Mac App Store.

How do I restore a prior shipping release of macOS or iOS?

Always back up your Mac and iOS devices before installing the public beta. To use a previously-released version of macOS or iOS, you can restore your device from the backup that you created before installing the public beta.

The response above mine showed a link, but here is another one. About iOS beta software - Apple Support

This is why beta software should not be installed on daily use devices, since it can cause issues. It is better left to developers or those testing devices, since it can cause your phone problems.

EDIT: If you have iOS 10.3.2 on your device, that is the latest public software. Leave it. Delete the download you see after resetting your device if it is stuck in a download. Hold the sleep/wake and home buttons together until you see the Apple logo, then release. Go into Settings and delete the beta software if it is there under Settings>General>Storage & iCloud Usage>Manage Storage under the Storage section.

If you left the program, that is why you cannot download the beta software. You cannot just decide to install beta software if you are not enrolled in the program. Sounds like that is where your problem lies.

If you are that interested in installing beta software, you are going to have to join the program again to be able to get the profile to be able to download the software.
