verification code sent to dead phone

My daughters phone is dead but the verification code for her apple ID keeps being sent to her dead phone so we have no way of getting her apple ID set up on a new phone. Can you help us?

If you did not list an alternate trusted telephone number to receive codes via text or voice, and have no other trusted devices used with that AppleID, you may have to contact Apple for help. See Two-factor authentication for Apple ID - Apple Support

That document includes a link to the account recovery page as well - Regain access to your Apple ID with two-factor authentication account recovery - Apple Support

When you only have a single Apple device, it is strongly suggested you include a second trusted telephone number for this sort of situation (it can be another family members number, a landline, or something else - I use a Google Voice number as my backup trusted number, for example).
