I have had this happen a couple of times as well and both times if you turn off both your iPhone and Apple Watch and then restart them both, the data then displays correctly
The large time gap between the first two dark blue hours and the rest leads it to believe you were asleep during that time. (It’s overlap from being up past midnight the day before.) It therefore does not count those hours during the current day but the prior day. The stand hours must all be between the same sleep gaps to be counted as part of the same day.

The chart in your image indicates that you earned Stand credit within each of only 10 different hours (the bright blue bars), not the daily goal of 12.
The two dimmed out bars indicate hours within which you were wearing your Apple Watch, but did not earn Stand credit.

In respect of any discrepancies in the reporting of data by the Activity app, the following steps may help:
If you have not yet done so, update your iPhone and Apple Watch to the latest software, starting with your iPhone:

Close certain apps and restart both your iPhone and your Apple Watch:
- Close the Watch app, Activity app and Health app (if open) on your iPhone:
- Double-click the Home button, then swipe up on each app preview to close the apps.
- Turn both devices off together, then restart your iPhone first:
If any issues persist, next unpair and re-pair your watch:
- The Watch app on your iPhone takes a backup of your watch automatically when unpairing via the app. Choose to Restore from Backup during set up. Most data and settings will be restored, with some exceptions (eg Apple Pay cards, passcode).

Unfortunately this answer misses the point of the question which is the same problem I have. Specifically the screenshot shows 10 solid bars but the total in the upper left only says 7/12 instead of 10/12. Here's an example from my phone where the total shows 0/12 even though that clearly does not reflect the data used to display the bar graph.
I still haven't found a way to cause the totals to be recomputed using the data present in the database.
