It's quite simple. Once the limit of three has been reached the Phone (or any other device) cannot create any more iCloud accounts, period. There is no way whatever round that.
What you can do is to create a new account on another Mac or iOS device (not Windows or Android); then you will be able to sign into it on the original device.
