Siri is not opening when i press and hold the home button and there are no siri settings in the general settings

Or ask the person who restricted the iPhone in the first place.
This is what happens when i go to settings and serch for siri and i have checked them all there is only a setting to choose with wich voice siri will be speaking but that is in accessability, speech. I need to find the siri settings because it could be stopped or something and i have to use it

Correct. Siri used to be in General settings, but that stopped some time ago.
Check Settings > Siri (not Settings > General > Siri).
I used to have this problem too. I knew that my parents had put a lot of restrictions on my phone, so after I had tried everything else, I asked them to open restrictions settings for me. To turn Siri on, you have to go to: Settings-General-Restrictions-Siri and Dictation, then make sure the switch for Siri and Dictation is green and toggled on.

That explains your issue! You need to turn the restriction off, and you need the restrictions password to do that.
When i switch it on voice control is working but then i switch it back to siri and when i hold the home button nothing happens
Might Siri be restricted? Check Settings > General > Restrictions.
I believe you never did tell us your iPhone model. Is your iPhone too old for Siri?
