A friend of mine was in a building that had a fire and during the course of it being put out his apartment got sprayed by water which hit his iMac and made it non-functional. Is this covered under Apple Care+?

While AppleCare+ does cover two incidents of accidental damage, fire is not included (at least not in the U.S.):

this should be covered by the insurance coverage for the cause of the fire.
assuming he has renter's insurance, the renter's insurance may cover it.
Apple Care will not cover this since this was caused by a 3rd party.
If he does not have renter's insurance he is probably out-of-luck.
