Apple Siri voice activation control seems to be only linked to a few Apple only iOS native apps, like their music, and podcast apps.
Not all media content apps will have Siri voice control.
This is not a global iOS function. This is an individual app function that would need to be programmed into a media playing app, by the developer.
The only way to get Apple to listen to you is to use their feedback portion of their website. Apple DOES read the feedback, but they still do not respond with any personal replies.

You could, also, contact YouTube via their support or contact pages and let them know about your issue, also.
If you are watching videos within a web browser, FYI, there is no way for Siri to know that you are watching a web video inside of a web browser as Siri is only looking for active information on your iPad and may only recognize the web browser, itself, you are using and not the content you are looking at inside of that web browser.
YouTube may have Siri voice control IF you pay their monthly $10 monthly subscription to YouTube RED, but not sure.
A lot of YouTube App conveniences, that used to be free and part of the YouTube app have been shuttled to their YouTube RED subscription service where you must pay a monthly fee now to get these little conveniences back!
I discovered you can get PIP (Picture in Picture) back with YouTube if you access the YouTube desktop website from any iOS web browser.
So, I got that functionality back without having to pay YouTube their ridiculously expensive monthly subscription service!
The first part of you post is redundant. BTW, there's no iWatch, it's called Watch.
FYI, YouTube is not an Apple product.

Thanks for answering the question. In other words, no matter how much Apple makes Siri seem great, it can only interface with completely Apple-made products. The irony... since Apple didn't even make Siri. If they hadn't bought Siri maybe it would be more capable by now.
I still use older wired iPhone iPods where I can STILL control any music or video function anywhere by clicking the control buttons on the headphone leads.
The irony.
$160 wireless Air Pods can't do what an older pair of wired iPods, that I purchased two pairs of for $10 apiece, new, can do easily.
Maybe Apple can issue some sort of software update for the current Air Pods OR I will have to wait for generation 2 or 3 of the Air Pods and a price reduction ($99 or $129) before I purchase these.
