Locked out of my Apple ID - 90 days

I have been locked out of my Apple ID account for 90 days as a purchase took place on my partners ID on my phone. I cannot log onto my Apple ID now because the phone continuously sends a message that I am locked out for 90 days - so I am unable to update apps on my current phone. How can I remedy this?

iPhone 7, iOS 10.3.2

You and your partner should use family share to share purchased content. The whole point of the 90 day lockout is to discourage people swapping out AppleIDs to illegally share content. Family sharing is the accepted method for sharing purchased content (or, as a couple, just buy everything under one Apple - you can still each have your own AppleID for private FaceTime, iMessage and iCloud accounts).
