Unable to download iCloud Photos

I am facing an annoying problem with iCloud Photos on my iPhone:

I have enabled the "Optimize iPhone Storage" on "Photos & Camera" App. I have signed the 200 GB iCloud Storage for the purpose of having all my Photos on reach.

There is a recurrent issue when I try to load older pictures. I can notice a "!" sign and blurry resolution in all cloud-based pictures, denoting a failure in sync. If I try to do anything else, edit for instance, I will get an error message like the attachment. It is super annoying.

I have read tips and recommendations from other users. For instance, I can temporarily fix the issue by disabling "iCloud Por Library" - that will reset all the Photo catalog when re-enabled. It makes me survive for 1 day, but next that's the issue again.

My device is an iPhone 6s 128 GB. On my Mac everything seems fine.

I have tried other procedures but no success. What else can I do?

here are some steps :

To download the original photos and videos on your iOS device, go to Settings > [your name] > iCloud > Photos and select Download and Keep Originals. On your Mac, open Photos, choose Photos > Preferences, then select Download Originals to this Mac. Then you can turn iCloud Photo Library off.

Thanks for your help iDepp. Unfortunately this is not what I am looking for. If I must download all the pictures to my device, then I don't need iCloud, right?

I don't have enough space on my Mac or iPhone, so I was expecting iCloud to become a complementary storage.

I still having 13 GB in my phone, so it doesn't make sense why the Photo App is failing to retrieve the selected Photos.

Is it a bug? I have seem many people with the same problem on the internet.

Try a reset.
