cannot restore error code 0xE8000065

When installing latest IOS update 10.3.3 on my iphone 5 while USB connected to Win10 iTunes, iTunes reports error could not be updated. After several tries, opted for restore, but that failed repeatedly reporting "unknown" error code 0xE8000065. Disconnected phone will also fail during restore authorization, never asking for my Apple login information.
