My iPad and iPhone don't seem to want to Handoff text messages

Question

My iPad and iPhone don't seem to want to Handoff text messages

I have an iPhone 7, iOS 10.3.3 and an iPad model MC954LL/A, iOS 9.3.5. I don't always see my texts on both devices. Following the instructions for setting up Handoff I don't see a place to turn on Handoff.

Some texts show up on both devices and others do not. I don't see a pattern. Am I missing something or are my 2 devices not compatible because of the different iOS versions? The iPad can't use any version later than theone on it now.

You need to activate text forwarding from your iPhone to your iPad: https://support.apple.com/en-ca/HT204681

Settings → Messages → iMessage = ON

Settings → Messages → Send as SMS = ON

Settings → Messages → MMS Messages = ON

Settings → Messages → Text Message Forwarding → Add and enable your iPad here

My iPhone iOS 10.3.3 doesn't offer the following that you mention:

Settings → Messages → Text Message Forwarding

Are you logged in with the same Apple ID on both devices?

Yes I am. Even if I wasn't wouldn't the following show up any how?

Settings → Messages → Text Message Forwarding
