Can't pair Apple Watch

I have an Apple Watch that was originally paired with my 6s. I now have a 7 and forgot to unpair prior to erasing the 6s. I still have the 6s, but it is now with my daughter's configuration. How can I pair my new phone with my watch? The watch keeps telling me "Device Locked Unlock Phone to start using Apple Watch" but neither phone will communicate with the watch. I cannot get to "Settings" to force a reset. Does anyone know what I can do?

Hi

Follow these steps to erase the Apple Watch and pair it with your new iPhone:

Connect the watch to its charging cable, with power connected.
Whilst keeping your Apple Watch on the charger:
- Press and hold the side button until you see the Power Off slider.
- Press firmly on Power Off (do not try to slide it - just press down more firmly than a normal tap) and then tap on Erase all content and settings.
Pair the watch using the Watch app, choosing to Restore from Backup if offered the option.
