My ipad keeps saying activation required . When I try to activate it does nothing else since it does not allow me to get past that. Im directed to the internet however i cant get past that either.what do i do?

Situation:
My dad had this issue with his iPad 2 with AT&T 3G. It has never been activated to work on the AT&T network. When he picked up his iPad yesterday, it prompted him with the same "Activation Required" message that prohibited him from using his iPad until it was satisfied. It would error out stating that the activation server was temporarily unavailable.
Steps taken to fix it:
I removed the SIM card. That didn't fix it. I reinserted the SIM card. That didn't fix it either. I connected the iPad to my computer and opened iTunes. (The iPad may ask if you trust the computer.) The activation went through immediately, and everything was back to normal on my dad's iPad.
My Ipad 2 came up with the same message last night. Has anyone had a reply from Apple?

Activation required on mini iPad it was working before but I have not used it for awhile and now it’s not working
My 7 year old ipad 2 had same activation issue being discussed above. Took out old ATT sim card which hasn’t been activated since 2014 and rebooted, but it wanted me to put the card back in so I did but no joy. Plugged into itunes on laptop and then it allowed me to go through the activation process and is now back to normal.
