What is textinput? It just showed up on my iCloud storage & I have no idea what it is. It shows "documents and data." And is filling up my storage.

I wouldn't worry about it as it has shown up for me as well, and I have seen a couple of folks on the internet inquire about it too.
I believe it has something to do with iOS 10.3.2 -- About the security content of iOS 10.3.2 - Apple Support. I reached out to Apple Support on Twitter and they told me to not to worry about and to not remove it either.
As I recall, there was an issue with certain text shortcuts causing problems. And, Apple fixed it.

How do you know what files are in there. It won’t let me access it at all.
There are no files in textinput. It is a file, not a folder. It contains keyboard shortcuts.
On your phone, go to Settings>General>Keyboard>Text Replacement and you'll see your text replacements. That's whats in the file.
What does text input mean?
"textinput" is the name of the file the original poster is asking about. Have you read the thread from the beginning?
It doesn't mean anything. It is the name of a file. It could just as well have been xyzzy.

Hiya I’ve been getting the same with his text input thing as it’s using a lot of my iCloud data and I’ve clicked on remove and delete, was that the right thing to do??
How much of your iCloud space is it using? Ordinarily, you would just ignore that file. It's supposed to be there.
It's a vanishingly small file that holds your text substitutions. As has been stated innumerable times in the thread you just posted to. I suggest reading the thread from the start.
